The voting rule (tentative): Each alternative proposal is accepted if not vetoed by any other group, hence the solution has to be accepted unanimously. If no solution agreed, no EU budget adopted.

Note that the EC-EP group as a chairman of the negotiations may propose its own voting mechanism (how to vote while obeying the ranking rule). However, that mechanism must be agreed unanimously by all groups.
