You are a country desk team of an NGO called "Humanity First" based in Slusen, the capital of Winia. The NGO focuses on humanitarian aid to the conflict stricken areas, and has been allowed by the government of Kakera to operate from its territory in the efforts to ameliorate the conditions of the Tallian people that previously suffered under the HMFS. You receive no official support from your country's government. You have around 20 volunteers ready to participate in theatre. You have substantial budget that can suffice for construction of two camps with basic utilities. Your stated goal is to prepare safe haven further from the front-lines for the vulnerable population.
The director of your Operations department is heading to Tafshal to meet with one of the tribal leaders in order to start with the humanitarian effort. Your team is responsible for formulating the "lines-to-take" document for the director. In this document you need to give your director four key information points:
- what do we know about the situation (use brief from Seminar 4),
- what information must be acquired from the tribal leader,
- what the director can promise/can talk about
- what are the red lines (what cannot be promised/talked about) (optional)
For your assignment prepare a document with these four points (3 SPs). The absolutely critical part is the acquisition of the information you need to be successful in your mission. Think along the lines of cultural, religious, and operational issues that might arise, assume you know nothing about the practices of the particular tribe your director is talking to (you can use the ends-ways-means paradigm to analyse what information might be required).
