1. In the section 'diplomacy and formation' Frantisek Palacky states that 'if the Habsburg monarchy did not exist, it would have to be created', what does he mean by this?
2.Since the real power resided within the estates themselves, could the Habsburg monarchy change an estates policies on education and health care? Or did the Habsburg's have little influence?
